That's just speculation on my part, but many companies will re-release a figure from a series if it relates to the current figure being released. So, if people wouldn't want Dio without Jotaro, they don't have an excuse when both are available. It would boost Dio's sales, is what I'm saying, and it's a common occurrence with figure companies. Also Medicos has done a plethora of Jojo re-releases before, especially in different colors. This Jotaro could easily re-release is his blue coat/purple shirt colors.

Haha yeah I decided if it didn’t go on sale I wasn’t paying full price. It’s not a “must have” for me at all. They may re-release him with Dio as well.
